he efforts for defending the economic and social importance of the to-
bacco crop, in parallel with the public health risks of smoking (focus of
the Framework Convention) was emphasized by the Brazilian ambassa-
dor to India, Tovar da Silva Nunes. At the end of the event in New Delhi,
and after three meetings with sectoral leaderships, he concluded that

quite positive.
“We are in favor of a middle path
that is constructive. On several oc-
casions we have been asked to try
to reach a consensus about matters
related to the COP, and it was done,
with the participation of the mem-
bers of the delegation”, he empha-
sized. Nunes recalled that the role of
a catalyst of the interests related to
tobacco within the Country is the In-
ter-Ministerial Committee for the Implementation of the Framework Convention (Con-
icq, in the Portuguese acronym). It is up to this committee to amalgamate the claims of
the various players involved, either under the pretense of public health, or in its impli-
cations.
“The decisions of the COP have the profile of a guideline to be followed, in compli-
ancewith legislation in force in every different country, bearing inmind that the subject
in question, as the name suggests, is the Framework Convention, an amalgam of prin-
ciples and legislation agreed upon a long time ago; linkage to objectives 20 and 30, of
sustainable development; and tobacco as a public health question, but without being
strictly linked to this area. “Besides safeguarding people’s health, there is the undeni-
able social and economic impact to be taken into account”, hementioned.
