Energy auctions for the Interconnected
Electric System exclude the sector
T he role of the surpluses
The Brazilian Association of Electric Energy Distributors (Abradee) maintains that
the concessionary companies of the segment are likely to end 2016 with a 13-percent
surplus of energy, generating losses to the companies, as they have sold the surpluses
at low prices in the electricity spot market. Pedrosa defines the question as urgent and
says that the government is seeking a structural solution for the problem.
Newton Duarte, president of the Energy Cogeneration Industry Association (Co-
gen), warns that, despite the momentary reduction in the consumption of electric en-
ergy, we should always be prepared to respond to the economy. “There is a surplus of
energy now, but our economy could surprise us, and we cannot allow it to jeopardize
the sectoral plans”, he argues.
For his part, Zilmar Souza, manager of Unica’s Bioelectricity department, has it that, if
all the bioelectricity projects registered for Auction A-5 in 2016 (in April) were contracted, it
would translate into an investment of R$ 15 billion by the biomass supply chain, now operat-
ing with an idle capacity. He mentions that adding 3,040 MW of biomass to the electric ener-
gy matrix would result in the generation of 50 thousand new direct jobs in the supply chain.
ery different source in the auctions”, the
director complements.
These arguments might induce the gov-
ernment to debate again about the agen-
da for the energy auctions, scheduled for
2016. According to the minister of Mines
and Energy, Fernando Coelho Filho, there
is need to evaluate the expansion of the
capacity installed in the Country, consid-
ering that the consumption of energy has
receded, in light of the present econom-
ic crisis. Within this scenario, the distribut-
ing companies claim that their contracted
electricity is exceeding demand.
MME executive secretary Paulo Pedrosa
informs that the matter will be defined af-
ter it has been evaluated by the Energy Re-
search Company (ERC) which is in charge
of coming up with a plan to expand the
generation and transmission of energy,
and is also responsible for preparing the
technical support to the auctions. He cites
the strategic role of the auctions for attract-
ing investors and technology, but requires
reflections on the cost at consumer level at
times of oversupply of energy.
