IMPORTANTSTIMULUS
In order to increase the production of ethanol and biodiesel in Brazil, the Ministry of
Mines and Energy, along with private initiative, devised the RenovaBio – Biofuels 2030 pro-
gram.InlinewiththecommitmentsassumedintheCOP21forareductioninthegreenhouse
gases, the program was debated by the representatives of the biofuels sector and by the
president of Brazil, Michel Temer, inDecember 2016. The expectation is for theprivate sector
toinvestUS$40billionintheRenovaBio.Furthermore,theprogramissupposedtobeimple-
mented in 1.6millionmunicipalities and generate about 750 thousand jobs.
In the debate, the minister of Mines and Energy, Fernando Coelho Filho, promised that
the government would encourage and do everything for themeasures of the programto be
put intopractice. The entrepreneurs of the sector have it that the scenarioof the economy is
favorable for the executionof the programand the resumptionof the dialoguewith the gov-
ernment shouldcontribute towards expanding thebiodiesel business. “Gettinggovernment
topayattentiontothesectormattersalot.Thegovernmentisalsoexpressinganewvisionof
biofuels, in general. It is not only the ethanol sector. It is the biodiesel, biokerosene and bio-
gas sector”, said André Rocha, president of theNational Sugar and Energy Forum.
Theboardof theSugarcane IndustryUnion, ElizabethFarina, besidespraising the initiative
of theministry, expressed theneed to increase the shareof biofuels in theenergymatrixof the
Country due to the demandof the transport sector. “We have to increase the amount of etha-
nol fromthepresent 28billion liters to50billion liters.Weare talkingabout agrowthof almost
90% in ethanol supply. With the productivity gains, this will require only a 20-percent bigger
area. The search for bigger amounts of biofuels also relies on researchworks. Embrapa, for ex-
ample, is engaged in increasing the productivity levels of the crops that give origin tobiofuels,
whilstexpanding,developingandmaximizingtheprocessesthatconvertbiomassintoenergy.

Conference of the Parties of the
Framework Convention on Climate Chang-
es (COP21), held inParis in2015. The idea is to
contribute towards reducing the emission of
greenhouse gases by 37% by 2025 and 43%
by2030, taking2005as thebaseyear. Renew-
able energy comprises suchmodalities as the
generationofenergyfrombiomass,hydraulic,
wood,mineralcoal,mineralcoal,windandso-
lar,anditsimplementationrequireslowcost.
Ethanol fromsugarcane and biodiesel be-
long to the group of renewable energies. The
production of ethanol and biodiesel totaled
27.8 billion liters and 3.5 billion liters, respec-
tively, January through November 2016, ac-
cordingtodatareleasedbytheNationalAgen-
cy of Petroleum, Natural Gas and Biofuels
(ANP). “Total production of biodiesel should
amountto3.8billionliters, down4%fromthe
volume produced in 2015, resulting from the
reduction in the consumption of diesel oil in
thedomesticmarket”, explains JulioCesarMi-
nelli, director superintendent of the Brazilian
AssociationofBiodieselProducers(Aprobio).
For 2017, the entity hopes that the Brazil-
ian economywill start recovering, with the in-

ternationalmarket gettingbackon track, or at
least remaining stable. “After all, the recovery
of the domestic and foreign markets, great-
ly interested in our agroindustrial products of
high added value, like meal and meat, could
have a positive influence upon the biodiesel
market”, Minelly notes. In his opinion, with a
biggerproportionofblendofBiodiselwithdie-
sel scheduled for March, the sector hopes to
outstripthe4-billionliterofbiodieselin2017.
In 2015, Brazilian production hit a record
of 30 billion liters of ethanol, with the respec-
tiveproportionsof6%and 15%,comparedto
the previous year. According to the Conjunc-
tural of Brazil’s Biofuels in 2015, ethanol took
advantage of the good sugarcane crop and
of the government measures that made the
product more attractive, like the bigger per-
centageof anhydrous ingasolineC; the return
of theContribution for Economic Intervention
(Cide) and a bigger contribution to the Social
Integration Program and the Contribution for
FinancingSocialSecurity(PIS/Cofins)forcom-
mon gasoline. The study was conducted and
published by the Energy Research Company
(EPE),inMay2016.
In particular, the EPE mentions the high-
er percentage of anhydrous in C, from25% to
27%; and the higher price for gasoline A, the
return of the Cide and the higher PIS/Cofins
for gasoline, which, together, contributed to-
wards the higher price of Gasoline C to final
consumers. He also considered it important
for the sector the relevant contribution of bio-
electricityfromthemills,whichoutstrippedby
18.5%the amount injected in theNational In-
terconnectedSystemin2014.
